Limit FAA power to regulate aviation to the level the Coast Guard is
limited in regulating shipping - meaning effectively no regulation for
not-for-hire operations and mainteance of light aircraft. Commercial
operation regulations remain the same.

DCA is within 5 miles of the Washington Monument. How is closing a
civil airport beneficial to civil aviation?
